Just like genre specific EQ presets.
Obviously the guys in the studios only listen with Apple’s presets for their chosen genre:

And yes, “Flat” is not “Off”; not sure what to make of that.

EDIT: If you add an EQ to a song in iTunes, your phone keeps that when set to Off, so use Flat to turn it off.
