My guess is that the joke is that they are perhaps advocating that clipping is ok, if not more than 10% of the time.
More funny-sad than funny-haha.

In the old days, it was quite common to see amplifier requirements/power ratings on loudspeakers to be crafted in very similar language.
It's lunchtime now -- but, obsessive person that I am, I'll scare up a few examples anon.
