Neon will ionize above ca. 67 volts. Thus the proliferation of neon lamps for AC mains operated pilot lights in the olden days. No need for 10 kV. Actually, those low voltages work only for tiny neon indicator lights. Neon signs and other long neon and mixed gas items like sculptures use much higher voltages - with enough current to to kill a human. NSTs are often used for hobbyist Tesla-coils. A neon-sign transformer (NST) is a transformer made for the purpose of powering a neon sign. They convert line voltage from the 120-347 V up to high voltages, in the range of 2 to 15 kV. These transformers supply between 18-30 mA; 60 mA on special order.
