I assume that those are LED light tubes - and not 10,000 volt neon sign-type glass tubes.
Neon will ionize above ca. 67 volts. Thus the proliferation of neon lamps for AC mains operated pilot lights in the olden days. No need for 10 kV. I don't know offhand about the ionization voltages for the other noble gases used for other colored "neon" lights, though.

Actually, those low voltages work only for tiny neon indicator lights. Neon signs and other long neon and mixed gas items like sculptures use much higher voltages - with enough current to to kill a human. NSTs are often used for hobbyist Tesla-coils. Neon signs are like vacuum tube amplifiers, while LED tube lighting is like a Class-D amplifier.

From Wikipedia:

A neon-sign transformer (NST) is a transformer made for the purpose of powering a neon sign. They convert line voltage from the 120-347 V up to high voltages, in the range of 2 to 15 kV. These transformers supply between 18-30 mA; 60 mA on special order.

The history of the Ukrainian flag is interesting - from Wikipedia:
The roots of Ukrainian national symbols come from pre-Christian times when yellow and blue prevailed in traditional ceremonies, reflecting fire and water
Back in 1848, the flag was yellow and blue, and it was later changed to blue and yellow to be more appealing to the common person. A common explanation of "blue sky above yellow field of wheat" was invented around that time, as Ukraine is considered Europe's breadbasket, or "blue sky over sunflowers," which is their national flower. Although this evocation of a Ukrainian landscape has nothing to do with the choice of colours or the history of the original yellow and blue, it has formed the Ukrainians' conception of their flag.

While I've seen various comments about the breadbasket aspect, in other reports seems significant lithium assets?

ps sort of trying to think of a certain world power going to war over oil.....now who would that be? :)
