It's something that a child could do by accident. Hence such warnings. Like warnings against many possible dumb things a small child could do. Long ago as a toddler one of my cousins ate a bottle of orange-flavored children's aspirin and ended up getting his stomach pumped. Ah, the 1960s. (He's fine.)

It's not a reason to be paranoid about aspirin....or fluoridated toothpaste.

Yes, small children should not be allowed to handle potentially harmful things. Fluoridated toothpaste is not unique in this regard. In fact, in my home (no kids), there are plenty of things that could kill a child (or an adult) far more effectively if abused, so let's not make a monster out of something that doesn't deserve it.
