How does one shelf with zero gain? What does this mean?

It means that it's there for you to adjust that band to taste .

It's low self adjustment filters to your liking for bass with 100 Hz transition filter towards Butterwort model with Q of 0.71 and it translates decently influence reaching all the way up to almost 500 Hz. Or to the equal loudness contour to SPL if you wish.
