Calling resident technical experts, scrutinizers and contributors.

This has been a topic of discussion for some time now and the various pieces are distributed across the forum. I'm not sure how to begin given the wide array of tested components, setups and software used. Maybe at first we could do this by post the best resources (including external ones, if necessary) in this thread, which I'll organize into contentious agreed-upon standards so that the measured values are easily comparable to each other, something particularly important for non-technical readers.

It won't be a simple task, IMO. Maybe it could be divided into frequency domain measurements and time domain measurements? And to groups of parameters and plots with exact definitions?

It's a good idea.

One thing that would be useful as well is to post general settings for programs like REW.

Also the types of devices being measured. Analog and digital will often need different measurements and guidelines.

But I fully support the goal of trying to get to a consistent set of measurements and documented guidelines, even if it's not going to be easy.

Understanding test protocols, test gear and usage is more important than just acquiring some test hardware or software.
