Doesn't exist, AFAIK.

Instead of Apple TV->DSP Box->TV, consider Apple TV->TV->DSP Box.

For this, you have multiple options from miniDSP, WiiM, and Raspberries running CamillaDSP.
 
If you have the skills you might be able to make one with a single board computer that has both HDMI in and out, combined with CamillaDSP or similar. From what I've seen the HDMI input requires specific vendor kernels, and detailed configuration is poorly documented.

You can use an HDMI to SPDIF extractor and then everything with an SPDIF input is available to you.

If your notebook has an SPDIF input, you could even use software for EQ/PEQ.
