About an Hour of use total with PC, unfortunately for some reason, my Galaxy S9+ doesn't recognize any DAC/AMP. I've tested this on a Friends Galaxy S20 and My Computer, Works Fine.

This may seem obvious, but did you try cleaning out the USB-C port on the S9+? My S9+ got flaky a couple times, and it was just pocket lint embedded deep down in the port. I used a needle to dig it out.
