Yes, but what is "feeding" the optical out on the PC's end? Either the DAC on the motherboard or DAC on the dedicated soundcard. Unless I am missing something.

Check your PC motherboard I/O ports, some models come with built in optical SPDIF port. If it exists then no need for Sound Blaster card.

Optical connection is very good for breaking ground loop & isolating electrical noise coming from PC.

Go to a high-end store and ask for a DAC with fast bass. A good salesperson should be able to sell you what you want :cool: .

If you stream -- and only stream -- all you need, and all you really want, is SOURCE (typically your PC or 'smartphone)>DAC>AMP>SPEAKERS. It is an elegant, simple and beautiful solution. Notes : 1) Don't worry about tone controls, they really aren't necessary with digital music. 2) You want a dead silent amp. Without a source playing, turn that amp all the way up, I mean, crank it. You should have absolutely no hum or feedback (or, at the minimum, very, very little). This is what I look for, I'm sure our membership can give you other tips. PS Please read that ASR article I posted earlier.

An anti-audiophhile would have been pleased after the "soundblaster-optical cable-20$ DAC with optical input-existing amp" solution was shown to you. You would have asked what 20$ DAC was OK and thats it. Instead you are exposing an anti rationale audiophile desire to buy an expensive audio object, knowing the audible result will be the same. That makes you exactly? Yes, an audiophile...

The mouse moving and creating noise is a dead giveaway that your PC puts out a very dirty signal overlaid with various kinds of data driven noise. Only way I got rid of it was to use this Topping isolator. I tried two cheaper ones to no avail. Their cheaper model didn’t work at all.
Probably cheaper to output optically though you still may get the noise as in my case it wasn’t a ground loop. It was a dirty noisy signal from the motherboard. Many brands and models are prone to mucking up the audio. I read an article showing which ones were the worst offenders. If I can find it again I’ll post it.

Oh btw, there is a difference between being anti-audiophile and an idiot. An idiot has an upgrade itch and wants to buy a new toy he knows will not have any perceived quality improvements, but likes the thing anyway :D

If the suggestion on the first page to use the soundcard’s optical out to the OP’s Topping doesn’t work, then all the OP needs is a USB stereo interface like the Focusrite Scarlett, Presonus AudioBox, et al. It essentially replaces the computer's interlal sound card. The outputs will go to his integrated amp. I’ve used these devices for three different laptops, and my computer system is dead silent.
