I lived in Stuttgart (well, a suburb) as an expat for about a year.

Low stress? Sure, definitely. Boring and sleepy with nothing to do is equally accurate.

I'm surprised Bangkok didn't make the list. It's even nuttier than Manila and New Delhi.

What I don't understand is Sydney. Traffic there was incredible. That alone would take it out of that scale. Maybe without a car it would qualify.
