Good evening. I bought some Hifiman HE 400 SE headphones. What do you recommend as a dac/amp, but I have a very limited budget.

First try the Apple A2049, sometimes called MU7E2AM/A.

It can drive the HE400se to 104dB SPL Peak, which is already quite loud.

I'm confused. The JDS Atom is a DAC.

There's a JDS Atom DAC and a JDS Atom Amp.

You can stack the two to get a DAC+Amp.
