HELP! Noise in every DAC AMP, Affected by touching the casing?!

Ive tried connecting several Dac Amps to my charging Laptop via USB.
When connecting my IEMS to the DAC AMP - I keep hearing a buzz which changes if I touch the metal casing.

It happened to me with my with Topping DX3 PRO+, amother FIIO DAC Amp, Focusrite i8 audio interface and several other devices.

Is there an immediate suspect when it comes to this description?
Would any "Purifying" devices help here?

Willing to try your solutions and use your knowledge.

If you have a spare rca out on your dac try connecting that to another grounded device (rca on your TV, speaker amp etc.

maybe a silly question - but is the audio system grounded. The fact that when you touch it, it changes makes me suspicious

EDIT. Just to clarify - 2 pin laptop power unit is not grounded! It will inject noise etc and by establishing a ground to the audio equipment the problem will likely substantially improve or go away. Touching the metal of the audio will provide a partial ground. BTW you might just notice a very slight tingling when touching equipment with a floating ground - this is normal and quite safe.

I had a laptop (Dell) that did this. I replaced the PSU with a new one and it solved the problem.

I would also get a light tingle if I touched a grounded object and the plug that went into the laptop (which is normal in many cases).

You need a ground. You are acting as a poor ground connection when you touch it.
 
Are there multiple circuits in your house? Try an extension cord to one of them to see if problem still exists. Does it happen if you use a charging brick to any of the DACs without the laptop. Borrow an alternative laptop and test it.

The device is simply poorly designed and you would only waste money buying accessories. It is never a good idea to work on the symptoms rather than the cause.

Look for a notebook from the HP Business or Workstation series. Renewed devices are not expensive and used, well-equipped devices can be had for €/$200-300.
Alternatively, I can also recommend Macbooks.
