I am creating a "fanless" (*) PC with rather simple parts; no special case and stuff. But I must say it's kind of strange to understand CPU usage on Windows sometimes. Some apps or webpages seam to force CPU with no aparent reason.

(*) case has fans, but the goal is to leave them at 0 rpm 99% of the time
Well some web apps use dynamic code that needs JIT compiling and other use GPU acceleration which can ramp up GPU fan's which are most notorious. Some apps like Chrome initially loading/reloading use hi priority out of order simultaneous SMP scheduling (others do module by module init like Adobe) and lot of worker and migrating code between tham which all contribute to different CPU utilisation, snappiness and init times.
There isn't much you can do about it anyway.
Edit: I found using quite pressure optimised fan's on optimal RMP that you can't hear or barely can with not aggressive step up curve (and slow ramp down) as better approach for longevity and temperatures (especially of caps and MOSFET's). Isolation dumper feet's and washers (on fan's and mechanical moving part's as HDD's also help a lot.

The self noise from my MTMs bothers me more (but not a lot) than the 5 Noctua fans in my new build...

I did take me a while to get used to how hot the Ryzen 9 7900 runs, the 'knee' on my CPU curve is about 40C hotter than the one for my Ryzen 7 1700X.

Yesterday, I was playing with Stable Diffusion and rendering with the CPU (my Radeon is a bit fiddly to setup for SD). The CPU fans did not go above 50%, even though all 12 cores were maxed out and the cores temp was sitting at just over 90C. The Noctua's were noticeably louder, but not excessively so.

had to install fan control so I can trigger the fans via GPU temps also. my graphics card is passive.
fans wont start before 80 degrees

Is that 80F or Celcius? If C then it's too high of a setting. Try 50C to 60C for more lead time on the heat mass developing in your box. Thermal runaway in average quality semiconductor strata is about 85C and for higher quality it goes up to about 100C or 105C.

why? it wont thermal trottle before 100 degrees celcius. and once the fans are triggered temps stabelize.

Yes, true although 100C is max allowed temp and danger zone at the core and that's why it throttles or goes in thermal protection and shuts down. If you want it to last use the lower temps I suggested. :D

Ahhh I see. I have read about saltwater damage in homes and the stuff in them. So I understand. :D

it's terrible. with normal airflow a PC wont last more than 3 years. my PSU runs also at 0 rpm until 220w-ish...which my system shouldn't reach

When I was touring the West Coast of the USA I experienced how smelly and strong salt water is. You are in a very beautiful area and I suppose that's the cost of paradise. Awww, little monkey sorta things. That would be so cool feeding them when they are so tame. That USB connector looks like it's ready for the garbage. I would be so paranoid about my PC if I was living there. The things we have to worry about where I live in Central Canada is lightning strikes, hail the size of a baseball and golf balls, tornados and extreme cold. It went to -52C for 2 weeks in December and the remainder was about -35C. So that's' about 82C difference from here to your area I'm guessing. :D

damn. I lived in Berlin but that is crazy cold.
in my city it hardly goes below 23C-ish.
I was thinking steel wool but sandpaper works too. 23C'ish is a very nice temp. At -52C I can't breath properly for maybe the first 200 feet when I go outside. I gasp and my body does not want the cold air inside. In December during the cold snap I online ordered groceries and snacks from Walmart and stayed indoors for 2.5 weeks. It was a bit boring after awhile but it was just so cold that it was not tolerable. I was very happy to see May come because the weather gets pretty good by May. Come October 1st we will have frost and maybe even snow. Summer ends very quickly here and begins very quickly too.

I use to say that we have two seasons here: summer and rain lol. but even in winter there are "summer days".
what is cool about summer in cold places is that people get so excited. everybody happy and in a good mood.

that's crazy. but undestandable. I remeber from living in Berlin that the will to leave house is close to zero.

what is cool about summer in cold places is that people get so excited. everybody happy and in a good mood.
The longest day of summer June 21st usually is a good party day. People are happy about the weather and the extended sunlight hours and lots of people are out and about downtown. Last year I met a young woman at a bus stop that asked me to give her $2 so she had enough money for a micky of vodka. I had previously bought a 1.14L of gin plus a 2L of tonic water with a 6 pack of beer that I put into my backpack. So she invited me to come with her and I met about 20 people who had no idea I was stocked with booze including her and we all drank my booze and they smoked me up a lot while sitting downtown in a small park till very late. The we took a cab to the river and made a fire and hung out till 7:30am. It was fun.

I have a German chat friend of 21 years now and she tells me about the weather in Bavaria. It's wonderful compared to my location. One becomes accustomed to having 2 wardrobes of winter and summer clothes and lotsa down jackets to keep warm. :D
