Streaming music to eArc connected system without turning on TV?

Hi Guys, I'm quite new to this.

My situation:
I have an LG C3 that I like watching movies on. My sofa is against the back wall, about 3.5 meters / 11 feet from the TV in a combined living and dining room. In addition to movies, I like listening to music, but not to the extent that I would need a 'listening room.' I live in Denmark, on the ground floor of a brick-built apartment building and I have some intermittent noise from light traffic and neighbors. I also have a PC, a console, and a Blu-Ray player in the set up.

I'm looking for advice on choosing a combination of speakers, file servers, and management app(s) to fit my situation above and preferences below.

My preferences:
[1] I would like the sound system to be Dolby Atmos enabled and connectable to the TV via eArc.
[2] I cannot mount speakers in my ceiling. I can mount small speakers to my ceiling. I can also mount speakers to my walls.
[3] I would like to be able to play movies with surround sound from a dedicated local server, so I can lose the Blu-Ray player down the line.
[4] I would like to be able to play music from a dedicated local server without having the files streamed through my smartphone, tablet, TV, or PC- and without having the managing device remain online. Ideally, I would use a smartphone, tablet, or PC to manage the otherwise separate and direct connection between dedicated local server and the sound system.

So here is my question:
What combination of speakers, file servers, and app(s) would most easily let me achieve the above?
 
Music: WiiM (Mini or Pro)
Local file server: PC & Minim software
AVR (Atmos)
Movies: eg JRiver software (PC)

PS No distinction between the existing PC and "dedicated file server", imo.
