I have some 24 bit 192 khz music that I want to convert down to 24 96. In Foobar I have a dither option. Should I bother?

No, you need dither when you reduce the bit depth from 24 to16 bits. For downsampling at 24 bits it's not required, and there is enough noise anyway.
