Wow.

This is an infrastructure issue. I wouldn't have expected this to happen. Perhaps a software or server crash, but the power grid being affected by higher-than-normal activity? This is hard to imagine.

The details would be extremely interesting.

It's a nickname for the trading freeze meant to mitigate a selling panic. It does not refer to electrical systems failure.
