Well, after 48 hours or so of curing, the whine has diminished a bit, but I can still hear it easily when no music it playing. I may goop it up some more, but I am doubting I can eliminate completely.

This is excellent information! I have a SVS 3000 Micro that has been whining since I have bought it (2nd hand) and was thinking to contact SVS as I heard they sometimes replace the amp module to address it. I am going to give the silicone goop a try.
