Where To Use This Power Cord

I found this power cord in the closet and noticed it had a noise filter. On what component should I use this on?

Those filters are for electromagnetic interference, usually to meet a regulatory requirement. It might have come with something with a switching power supply that would otherwise leak RF noise through the power line.

My plasma TV came with a power cord like that.

My laptop has a thinner power cord like that too (after the AC to DC "brick.").

I can't think of any other electronics I own that have any RF filter on the power cord.
