South Korea:

What does this mean?
There's no information about this "red" level.
As far as I understand it, it allows South Korean government to take action regardless of current laws...something similar to Martial Law.

Iran:

This is a serious response from Iran's neighboring countries...clearly they see the 'writing on the wall'.

***Personal opinion***
Redacted...speculative!
I'm living in Busan 50 miles south of the epicenter of the outbreak. Here's something in English from the local news.
Raising the alert level to “red” could begin to impact citizens’ everyday lives in ways that include restricted transportation. The government has asked Daegu residents to stay at home as much as possible and avoid traveling to other parts of the country for at least two weeks. The government could also force schools and private academies to go on holiday and restrict the use of mass transit, airplanes, trains, and ships. A further option is to ban large cultural and sporting events and to advise companies to stop selling domestic and international travel packages. http://english.hani.co.kr/

If the above proves to be true, then it is really serious.

Where the new coronavirus has spread
Coronaviruses are a large family of viruses, some of which cause the common cold. Others have evolved into more severe illnesses, such as SARS and MERS.

Data as of Feb. 24 at 4 a.m. Eastern; *691 of Japan's reported cases were from a cruise ship docked in Japan.

Since the table was posted, the number of deaths for Italy has increased to 4. Irans new number of 50 deaths is still to be taken with caution (though new cases amongst those evacuated from Iran point to at least a more widespread outbreak in Iran)

Italy tries to contain virus as neighbors fear its spread
At least 190 people in Italy’s north have tested positive for the virus and four people have died, including an 84-year-old man who died overnight in Bergamo, the Lombardy regional government reported.

But officials still haven’t pinpointed the origin of the contagion, which by Monday had spread to more than a half-dozen regions and prompted Austria to temporarily halt rail traffic across its border with Italy.

I'm stocking up w/groceries on a big shopping trip in a couple of days at the wholesale store . Sleep well, eat properly and wash hands often. More often than usual. I reallly don't want to get sick and have to take all that codeine because I have asthma and cough up a storm. It makes for some really uncomfortable london logz... Cross my fingers and hope for the best. I'm located inland so not near Vancouver and Toronto where it is mostly present and expected from what I know.

for those who wish to read first-handed English media and material, I encourage you to read Hong Kong Free Press, a news agency pretty much on par with the local Chinese media. The fastest way to get info, things about China and Asia.

Reuters:
On Tuesday, the leader of the Shincheonji Church of Jesus said it had agreed to provide authorities with the names of all its members in South Korea, estimated by media at about 215,000 people. The government plans to conduct coronavirus tests on all of the members “as soon as possible” once it has the information, the prime minister’s office said in a statement.

Thoughts:
Amazing...I think we should create a new hashtag. #SouthKoreaSparesNoExpenseForTestKits
