What software can be used to simulate baffle diffusion design?

Do you mean baffle edge diffraction or baffle step losses, because this "software" will do both!
I have no affiliation with the above. I have used this spreadsheet in my own designs with success. May be a bit dated/limited, depends on what you're trying to do.

If you want to model something more complex like a 3D profiled baffle or including a waveguide AKABAK can probably do it.
