Well, what we're talking about is the vertical: how elevated the tweeter should be wrt your ears.

So, your ears are within 15 vertical degrees of the acoustic axis? Is that above, or below it?
Fair question. It does not matter to me since the vertical dispersion patters of my Neumann monitors is the same above and below the axis line. But, my ears are either on or within 15 degrees below.
 
And now that this tread is more than 3 years old and I have changed speakers since .

With my coaxial kef ls60 it does not seem to matter much it is what it is :) coax comes with very nice and smooth vertical directivity .

So it clearly depends on the speakers to some degree.

What that is depends entirely on the speaker. Some are on axis with the tweeter, some between tweeter and mid/tweeter and woofer, some on or below the midrange. Depends.
