Is that a Buick nailhead V8 ?

It sure is, not an unusual combination in the early 60's, with Hilborn mechanical fuel injection (but that injection system did not take to idling and lower RPM so well). On the other hand, people that I knew who were tuning them were focused on upper mid-range and high RPM.
But the few people that actually used them on the street ran quite low gears.
Those cars were NOT 70 MPH interstate cruisers.

Does anyone know the CD & frontal area of this car? Are their any wind tunnel tests on it?

I snapped this in Aspen, Colorado a few months ago. It has front wheel drive like the Morgan, but the drive line is more automotive than motorcycle. I wonder if the FWD layout works better than the single driven rear wheel of the Polaris.

In theory, the front drive system SHOULD work better: but you know, it also gives them more ways to muck it up.
