In a country where rolling coal is legal why wouldn't it be?

I guess it depends what you think the essence of EV is. Is it something super-efficient like the Aptera (which started out with an ICE)?

VW going out breaking lap records with the iD.R?

Or just electric versions of what's come before, which seems to be what most of the major manufacturers are doing. In most of its civilian uses the Hummer was unnecessary and inefficient, so continuing the tradition in an electric version isn't much of a surprise. Tesla's 'ludicrous mode' power output isn't far off that, in an outwardly more sensible vehicle.

If the goal is R&D and efficiency I agree, but THIS ... is a typical Hummer response as you say

I am a fan of the odd, tiny Japanese autos and trucks (mostly of yore) -- FWIW.
One sees the tiny trucks sometimes in the US, mostly as groundskeeping vehicles.
The Subaru 360 was imported to the US, at least for a time. Road & Track tested one as their April Fool road test report way back when.

I remember seeing those (Z) 600s in Baltimore in my high-school days. I remember sitting behind one (an orange one, just like the one in the photo posted above, and reprised below) in a traffic backup in the Baltimore Harbor Tunnel (Horrible Tunnel, as it was known -- and probably still is!) one day. I had a '74 Bronco that rather literally towered over it. I also remember noticing how high up (relatively speaking) the bumper was mounted relative to the rear window. :)
