A dumb question maybe but is there any specific component in an av receiver that is directly responsible for the vocals produced by the av receiver?

???, do you mean in general program material ??
Apart from perhaps certain more elaborate EQ controls, .... I am unaware of any controls or components that are 'responsible' for just the Vocals.

The center channel is responsible for vocals, so things like crosstalk may affect intelligibility or even intermodulation distortion. If the vocals are weak, your best bet is to change your speaker. Something like the JBL 3 or 7 series is a great option to bypass the amp if you have pre-outs or the JBL HDI.

Edit: DTS has some dialogue boost and receivers like Yamaha have some EQ presets to enhance vocals.
