Video (surveillance?) camera for outdoors nature recording

Not sure if this is the right place to ask, but I'm looking for an external video camera to record high quality (4k) nature video in a static position. Some of the focus will be miles away and at sea, so I can't use anything that distorts the horizon and I know many surveillance type cameras do this. It would also have to be able to adapt to high direct sunlight and stand up to torrential rain/storms.

I have no idea even where to start looking, so I thought I would ask you knowledgeable lot for some help. Ideally, I don't want to spend much more than £300-£400ish. Hopefully someone can point me in the right direction.

Trail cameras are built to withstand harsh weather and prolonged direct sunlight, but they use wide angle lenses and IR illuminators to capture nearby wildlife around the clock.

A trail camera with 4K recording, high quality optics, and the ability to zoom into subjects miles away at sea, is likely way too specific to exist as a commercial product.

You'd likely have to make something custom, like for example enclosing a PTZ camera in a weatherproof housing.
