In theory, will tweeters of differing materials, say soft dome vs metal, sound the same if they measure the same? Thanks.

It depends on what you mean with measure the same.
Polar patterns, frequency response, THD, efficiency, Q factors, dome weight, resonance frequencies, decay, lower frequency limit, dome shape, size.
Most likely there will be differences in one or more aspects in the best of cases.
So measures the same in on axis frequency response may not mean they will sound the same.
