[Edit: Just saw it. Clark was lost for words but one still gets the impression he knew they were onto something. Maybe it was because Devo were a little more cerebral than the proto-punk bands of the era. Great lines about nobody believing their answers...].
My first exposure to Devo was on SNL a few years prior to the Clark interview. They were introduced by Martin Sheen IIRC, who didn't laugh, grimace or smirk. Their performance was very high energy... they were stoked. Very experimental at the time. I think Sheen, and SNL producer Lorne Michaels, "got it".
Featured on Don Krishner's Rocky Concert about a year or so later.
They seem like a joke band until you realize they are making a joke of society. In that context, they were quite clever.
I think they appealed to Bowie, who was in his krautrock phase at the time...
