I would like to add to my Desktop setup an inexpensive tube pre amp which , treble - bass knobs. I would use it with my Topping A70 pro amp, because I plan to use it time by time I want something under 150. I found many chinese ones on Amazon.it but I dont know any of them so any call is really welcome.
Few models I found:
Fosi X4, Nobsound Doux JAN5654 (no treble and bass but looks solid), Fosi P3 and many more...

What is it you're trying to accomplish? A good tube preamp is going to be vastly more expensive than 150 Euro, but there's likely an inexpensive solution to whatever it is you're trying to do.

Well very simple answer to have the "vintage" sound option of tubes to add to my listening experience

Those devices don't offer control over the effect they add. Tube saturation is non-linear so the effect depends critically on how loud you drive the tube stage. It's not practical to control that for music listening without gain controls before and after.

If you are playing digital audio from a computer, why not instead route it through a software effects on the computer? This gives you control. There are lots of them to choose from and you can get a quality implementation for a lot less $$ than quality (but uncontrollable) hardware hi-fi tube preamp. For example, UA's Fairchild emulator is $29 or for a fully modern effect iZotope Plasma is $49. You can usually get better tone controls in software too.

@Multicore has given you some very solid advice. However you define "vintage," you can dial it in with software AND most importantly, easily turn it off.

If you want vintage, do research and buy vintage but be careful some tube amps have clinical solid state sound.

One of these things where the tube does nothing and needs a LED for the tube glow?

That's why I asked because I don't know anything about them

Looks like fun, but I'm pretty sure that all of those devices rely on opamps to do most of the actual work. I wouldn't expect them to sound particularly "tubey", nor is tube rolling likely to make much of a difference.
