Hello!
First of all I would like to say I am a complete beginner to this audio world and I know almost nothing about how amps / dacs are supposed to work.
After reading some of the reviews here and doing some research I decided to buy my first amp / dac and I went with Topping E30II + L30II combo that I found at a discounted price from Aliexpress.

My problem is I have a kind of cheap $60 gaming headset from razer. I know these don't need an amp or a dac but I am planning on buying better headphones later.
Anyways so with this headset I can hear very audible annoying hiss / static sound when I turn the volume to around 80% and up and listen to music on my windows 10 PC.

Now after trying the topping e30ii + l30ii and plugging it with the usb cable, I really love how loud it can get and all but I can still hear the annoying static noise that I get even at medium volume it's also making the static a bit easier to hear.
Is this normal? and if I buy headphones that are meant for amps like the dt 770 pro and so on, will I hear the same static at high volume or would it be dead silent?

Try a different USB port for the DAC. It's a pretty good chance that's causing it. I just put that stack together and it's got a really silent noise floor. If your PC has an a optical out, that's one alternative to get around it if you can't find a USB port quiet enough.

+1 for Optical out.

If your PC has Optical, try connecting your E30II using that.

If your PC does not have Optical, then you can add that with a Hifime UT23 or Cubilux Toslink Converter.

I tried different usb ports and it helped reduce static a bit but it's still audible.

My PC does have SPDIF out and I'm guessing that's optical because it looks like it, but sadly I don't have an optical audio cable so I'm gonna order one and see if it helps.

For best results, use a high quality phone charger (e.g. Apple) to power the E30II.

You don't need a high power charger. An old 10 or 12W unit would be more than enough.

Which headphones do you use if I may ask? maybe if I use premium headphones they would be silent too.

Headphones with lower sensitivity will produce less hiss at equal output noise from your Amp.

Premium headphones are not universally less sensitive than cheap ones. Every model is different, regardless of price.

The E30II+L30II is quite literally among the most noise-free headphone setups that you can buy (when working properly), so your headphones are definitely not the issue.
