Starting with a Jvc 20old pair of speakers, what should I buy in what order to minimize chance that

I I learned in my different post that the active speaker i have produces its own hiss probably from its own internal amp. Ok. now I forget the edifier.

Here is what i start with
-i have already an 20year old jvc JVC UX-T1 Micro Component System( 2 speakers 8omh 15watt each that only are connected to the central part with 2 tiny wires so probably passive. See picture
-I have a 17 dol DAC pluggable as in picture
- my pc has no dedicated sound card. Just a regular 3.5mm. It is a HP EliteDesk 800 G1 Small Form Factor (SFF

I read that passive speaker are not supposed to hiss. I am not a big quality ear but I do am able to ear a hiss and want to have the less possible with reasonable 400dol gear total or so.

I have a strategy in mind but I dont know much about sound gear so I would like if my strategy is good or if I am wrong then you can propose better things to buy, or something that makes more sens

So far I would use the cheap 17 dol DAC I have and in it I would plug this : Topping Mini300 HiFi Amplifier, Fully Balanced 140W Compact Desktop Class D Stereo Amp, RCA/TRS 199 cnd$. It is said to be quiet . Maybe overkill and a fosi v3 would be enough?

Then if i hear hiss, what should I but? Should i replace the 17 dol DAC for a 108dol S.M.S.L SU-1 MQA MQA-CD Audio Decoder AK4493S XU316 768kHz/32Bit DSD512 Hi-Res DAC. Or is it not where to invest the money?

I learned that this setup do not cover the electric noise from the pc and wall plug so if there is a way to negate that, not expensively, let me know before I order the stuff. Let me know what steps you would buy stuff to maximize ending up with inaudible or minimal hiss .Any other blind spot I would have Im glad to ear.

for notes, I already tried edifier mr4 and it had to much noise hiss to my liking even at low volume and unplugged. It was hissing even when everything was disconnected -powered off in the apartment. Same hiss alone and playing from cellphone
