I think Soniclife gave a pretty plausible answer for pop music.

I know that both the French (Schaeffer et al at RTF) and Germans (Stockhausen & co at WDR) used sped up and reversed same sounds in pieces made in the early 1950s. But I would not be surprised if Halim el Dabh (Egypt?) or Jack Elit (Aus / London) was earlier, but not recognised for it.
