Most people have an inner voice that is audible. In dreams, sounds are experienced. Earworms can be bothersome. Healthy people can hear internal sounds without external stimuli or experiencing hallucinations. This is not unusual. But most people do not want to admit this as they are afraid of being classified as mentally ill.
Some mentally ill people hear voices that are 100% real to them and are separate from normal internal voices - hallucinations.
People born deaf think visually internally through sign language, alternatively they experience written words visually. Interestingly, the occipital lobe, which is always activated by visible external stimuli, is not activated. Functional studies have shown that deaf people activate the same areas in the frontal lobes when experiencing inner visual sign language gestures as hearing people activate with their inner voices.

Do people born mute have inner voices? Studies?

There is a book called, "Reading in the Brain", you might want to read. It goes through what is known about how different parts of the brain function so that written words can be heard and understood visually. Even though no part of our brain was evolved for reading. The author is Stanislas DeHaene.
