That has always been the case, and I don't think they would claim otherwise. A dictionary is "after-the-fact" by it's very nature. Seems like complaining that a history book only covers events the have already happened rather than predicting the future.That bureaucracy is an after-the-facts entity with a whack-a-mole mentality that has no business nor control over the dynamicism of the English language
