SMSL-SU1 low voltage output

my setup is samsung UN82RU8000FXZA > SMSL-SU1 > Fosi V3 with the 48v 5a power supply.

The SU1 is connected to the TV via optical and it only gets 314mV rms and 870mV pk to pk when I put a 40hz 0db signal through it with the Amazon Music app. No where near the 2Vrms that that they claim it does. I made sure to adjust the settings in both my TV and APPs to PWM and stereo. I'm not sure if it's my TV or the DAC but from my limited understanding optical doesn't output volume signals so it must be the DAC but to be 100% sure I want to ask the forum to see if anyone else is experiencing this issue. I would guess it is not 0dB when sent from the TV. Where are you getting the file from?

There is a good chance it has been converted to the standard -14dB LUFS by Amazon music.

is there a better source I can get via smart TV or Amazon fire stick?

the reason I'm concerned is because with this low signal the output from the fosi v3 is only 6.83v @ 26.75db gain

I have the same problem. Chromecast 4k, Fire TV, Android TV Box, all 300mV. Only my 1st Gen Chromecast has 2V like the Chromecast Audio. I would like to use only one device for Netflix etc. and music streaming over Spotify. Does anyone know a device that has 2V and is capable of 4K Video/Dolby Vision?
