I have a chance to own Shanling UA3. I know UA2 is really poor device. I listened this UA3 device, but besides small background noise on balanced output for sensitive IEM didn't find any issues. You know, ears are bad instrument to believe.

1) Guys have you faced the measurements anywhere?
2) Is background noise on balanced output acceptable? Or it is a sign that measurements are poor a priori?

I was not able to find 3rd party measurements of the UA3.

Done correctly, these will confirm increased noise output on Balanced out.

How the UA3 performs elsewhere (e.g. frequency response, distortion, output power, jitter etc), cannot be inferred from noise alone.

Whether that noise is acceptable is not my (or anyone else's) call to make. It's yours.

Thank you! I made very simple but very efficient test that threw dozens of adapters into the dust. I played 17000hz sine wave and... I heard some peeeeeee sound. But I cannot hear more than 16000hz, It means something is broken inside the dongle. Check and mate. E1DA dongle behaved correctly. I don't know how does it work but I use this thing to verify TWS as well. Just simple sines with different high frequency tones (>12000)
