PVC diffusors- Anyone tried and measured with these?

These seem like they would indeed diffuse sound but wondering if anyone has actual installed them and made any measurements?

No need for hands-on experience or measurements - those panels are only 1 inch thick, so they have exactly zero capability for diffusion, except above 4 kHz or so.

If you want absorber and diffuser panels that do something look into GiK acoustic panels for example.. but be prepared to spend upwards of 500 bucks to get started, if you not only want it as decoration.

The stuff that you posted is the equivalent of putting egg cartons at the wall

If you are handy, you can make your own diffuser for very little money...
