I live in a small apartment block built in the 1950's, we are surrounded by high-rise apartments which have been built in the last decade. I notice a big difference in the quality of audio from my system depending on the time of day. Are you saying that any perception in the difference of audio quality has nothing to do with power fluctuations in the local power grid but is only related to how well my ears are working at a given time? Not that I could ever afford a piece of kit like the PS audio regenerator.
Yes, unless you have some wildly varying AC levels that make the rectified DC voltage drop below that of the operating area of any used regulators.
And that is only true for linear power supplies.
The more common (wide range) SMPS power supplies don't care.

Be glad you can't afford one. They will not fix the issue in your brain.
 
The ambient noise in your room might be a bit lower at night, but generally the changes you perceive are more to do with you, than any changes in your equipment.

The answer to these questions (were we hallucinating?, was it my imagination?) is, with something north of 99% probability, “yes”. Especially in the absence of some other information. “Certain vocal recordings” increases the odds it was in your heads. Power-related system problems tend to be far less selective than that in revealing themselves.

Remember, we don’t know you and you gave no details. But the weight of scientific evidence and electrical engineering knowledge/practice set some overwhelming Bayesian probabilities.

Try a properly controlled experiment some time. It’s incredibly revealing.

Magical thinking is particularly dangerous when considering one's healthcare... in audio enjoyment, it can be part of the fun.
 
AC regenerators do what they claim to do, but you simply don't need that functionality at all, unless your AC power is really bad (sourced from a home generator, maybe). If power that bad is from an electric power company, I'd move.
