I must say, in all the times I have been to Japan, I never saw one actually operating a gas station:

The Chevron station in Woodside California used to provide the full service thing for a good jump on the per gallon price. Never found it useful myself and only in an emergency would I buy even non-service fuel there.....

With our diesel van, I do like to have the mandated full service in Oregon. Unless I wear a glove, that diesel smell seems to never go away. Sadly, half the time they say it is self service in Oregon now! Even though the rest is full.

Yes, some drivers in Oregon were tired of waiting for a single attendant to fuel their vehicle and process a payment.

OTOH, I know of a pair of aging Oregon residents who decided to stick with an ICE powertrain because they can still get full service.
