Can I damage my IEM by having A USB C DAC/AMP DONGLE Connected to a Portable AMP Only?

Basically: Phone / Laptop Computer's USB C DAC/AMP DONGLE > Portable AMP ONLY, No DAC > IEM.

My Current IEM Spec:

Impedance: 13 Ω
Sensitivity: 94 dB/mW

600mW in 16 Ohm could probably kill your IEM when accidentally run loudly when lying on a table somewhere.
Perhaps use the ifi ear buddy with it ... just to be sure.
