Well, reason why Britanny has no Highways is when Vinci Group built those highways, they were supposed to be toll free once the whole thing was profitable including the next roadworks/sign works for the years to come, which was done in a decade, a decade and a half. Problem, Vinci kept growing prices instead of lowering prices/freeing just for maintenance which was supposed to be done.Brittany isn't particularly built up to begin with—I've been there many times and have always rented a house by the sea for my summer vacations.
There are no highways there, just national roads.
But even so, the statement is probably true, because a busy road is always a nuisance for a company that deals with acoustics.
Britanny Region said f*ck off to Vinci and kept Express Roads (110km/h, totally free) instead of paid Highways (130km/h) which is a pain in the b*tt to pay, 27€ for Nantes to Bordeaux (365km) One Way.
