Probably not, because the cone area in the treble range is too small for extreme levels.
In addition, it is only a dome tweeter and not a compression driver with a horn.

Then why would he use a tweeter that is not the right one for the task?

What is the task?
The tweeter will probably be sufficient for the purpose intended by the developer.

But you wrote that this speaker can reproduce any volume.
And for that task PA Chassis and high-frequency compression drivers are usually used.
They can produce much higher volumes.

Such a tiny thing, with just a 35mm diaphragm, yet it produces quite a room-filling sound, and even a bit of bass. Observing all those Ikea Blanda Matt bowl speakers, one can understand why DIY enthusiasts opt for bowls and tubes. Even Linkwitz opted for tubes.
 
What a mess to keep clean with wires routed and noise-free. I bet it's a horrible hiss factory. Look at the mess just in that picture. That would drive me nuts. NO THANKS.

I don't need any help with being nuts; that would drive me straight over the edge. How would a person clean that? YOU WOULDN'T.

One of the very few speakers exhibiting their drivers and ports I would call beautiful. Do you know which coaxial design is used here?

the salad bowl would be diffraction free (mostly).

You mean free from edge diffraction? Certainly true, but not necessary with most of bigger waveguides/horns and not always an advantage in terms of dispersion properties with conventional tweeters.
