Currently looking for IEMs with low sensitivity so I can have a little more control over the volume. What are the options out there?
So far, the least sensitive ones I've found are the 7Hz Dioko at 106 dB/V (88 dB/W)

U-Sound/Harman-Curve-ish options and higher impedance (i.e. above 30 Ohms) options are a big plus.

Etymotic ER-4S? They've been around for decades, great measurements, and fit most of your requirements.
They have the Etymotic "house sound" which has an upper midrange emphasis compared to Harman. But they have such low distortion, you can set any curve you want with DSP / parametric EQ.

You could attenuate digitally. That would give more analog headroom.

You could also look up the various iFi IEMatch adapters to reduce sensitivity.
