Pretty sure this is BS. The physics for the energy needed, and portable size just don't add up at this time.

I was thinking it could work in 'burst' or 'pulse' mode using super-capacitors for power. It seems the requirement is to produce severe pain from a small-area skin penetration for crowd control rather than battlefield use.
