Kef r3 meta woofer not described accuratly on web site?

I have a pair of kef r3 metas. I noticed that the woofer seems a bit small for a 16.5 cm or 6.5 inchs like it is descibed on the website. The speaker has a surround that looks like a speaker but is just decoration or a wave guide since it does not move.

The woofer measured from inside is 12.5cm or 5 inches.

Woofer size specs are not standardized afaik, but rarely if ever does a 6.5" woofer have a 6.5" cone.

For example, even the Purifi 6.5" woofer measures 5.7" across, surround included:

Cone diameter is 5.1" according to the spec sheet.
 
The 17 cm / 6.5 inch number is for the "nominal" size. It is usually the diameter of the bolt circle for mounting the driver.

For example, here are the dimensions of the 6.5 inch Purifi woofer. The bolt circle diameter is 166 mm = 6.53 inch. The effective piston diameter (D) of this driver is 13 cm.
