How to set volume when the Amp and Pre-amp both have dials?

I'm thinking of getting a Wiim Vibelink to pair with the Topping A90 I already have. How do I set the volume on each component to optimize performance? Is there a rule of thumb, or would each Amp+PreAmp combo (where both have volume controls) need to be evaluated on a case by case basis?
