What do the settings in the SoX dialogue box do?
(1) Passband.
(2) Phase response.

I am downsampling from 192 khz to 96 Khz or 48 Khz. (I am not altering the bit-depth).

Why are you resampling, and what is your question?

What do the settings in the SoX dialogue box do?
(1) Passband.
(2) Phase response.

You should be fine with the settings in the image you've provided.

Passband is given as a percentage of the Nyquist frequency.
So in your screenshot, 0.95 * 48000/2 = 22.8 kHz.
This is the corner frequency of the low-pass filter used by the resampling algorithm.

Phase response is a selector for minimum or linear phase filter (impulse response) characteristics.
I would leave it at "linear".

EDIT: you never answered why you are resampling.

Thanks dc. Downsampling for file size. I have a 2TB hard drive that is over 90% full, It is almost all music and music videos. I am downsampling some of the flac files and and am compressing the DSD files.
