Many are. FiiO FH3 were delivered today and I'll be comparing them to the Beryllium by Periodic Audio. Both generally follow the Harman target. But it helps to understand what that means. It's not just someone choosing an arbitrary EQ. It's based on interactions and resonances with and within the human ear. It's an average though, so there is variability in how much bass and treble you'll prefer, for example.

As far as the curve looking bassy, keep in mind it can't be compared to speakers in a room. And whether or not the bass clouds the midrange depends on how it ramps down where the two meet. Slight adjustments in that area make a big difference, IME.
