Oh yes, if a retailer offers this service to customers located in EU countries other than yours, they are obligated to deliver to your EU country.

There is no difference between customers anywhere in the EU
While you are free to define your general terms and conditions of sale, including limitations on delivery, all your customers based in the EU must have the same access to goods as your local customers.

Essentially - anyone can purchase - but they will have to take delivery to a location you deliver to, or arrange their own transport. If you offer pick up services - you must accept orders from anyone who is prepared to collect.
You are not however obliged to deliver anywhere. Your general terms can include restrictions on delivery locations.
