EQ Software for Windows, Linux, macOS, iOS/iPadOS and Android.

How about "EKIO" on Windows PC?
I have been using EKIO throughout my PC-DSP-based multichannel multi-SP-driver multi-amplifier full-active audio system; you can find the latest system configuration including settings of EKIO here #931 and here #1,009 on my project thread.
Windows or linux, or do you not mind which?
Hang Loose would work with either, and has instant level-matched switching for easy comparison of EQ settings.

HLC doesn't include traditional GEQ/PEQ functionality unless I'm mistaken (focusing instead on IIR/FIR filters). It can run other VST plugins to achieve the typical EQ features, but that may be a bit challenging for the OP (although doable with help from Mitch or others).
 
Wow, this thread is awesome but with SO many Windows softwares available it's somewhat overwhelming lol, I have no idea where to start.

I finally got my music playing through Windows and use the PlexAmp Windows app with toslink out to my preamp, so thought I'd start looking into room correction and DSP/eq software. Not really wanting to spend any real money, just seeing how far being pretty cheap can get me lol.

It seems like REW is the most recommended for getting the room correction settings/filters.

But what is the best EQ/DSP software to put the REW filters into? I need to use a software that only does EQ, not a music player since I will be using PlexAmp for that so that I can control it with my phone.

Since I'm using PlexAmp, I think that means the EQ software will need to mimic a audio output so I can select it in PlexAmp and it send the music to it.

Any advice and recommendations would be greatly appreciated!

If I'm not mistaken, Plexamp has a built-in 10-band GEQ. This could be a good starting point if you want to explore eq-ing... If you venture into room correction, mics. and REW, something like EqAPO may be a good EQ solution for Windows (IMO...).

PlexAmp does have a basic EQ, but I'm really wanting to step up into room correction. The system is in a very large room with unusual ceiling. REW with EqAOP is what I've mostly heard about, but seeing this thread with so many softwares, I thought there may be something better to try instead of those two.

As you are on Windows OS, let me suggest you trying DSP software "EKIO" together with VB-AUDIO MATRIX as system-wide ASIO/VASIO/VAIO routing center.

As I shared here and here, if you would be interested in getting free "evaluation license code" for full-functioning EKIO (no limitation at all, except for the time-limit of evaluation period), you would please contact with Guillaume of LUPISOFT by e-mail (ref. my post here).
